Sir Ronald Sanders in his contribution to the Kaieteur News on August 12, 2012, shared with readers what he feels needs to be done if the Caribbean Community (Caricom) must sustain and improve its already stunning performance in track and field as was demonstrated recently at Olympic Games. Essentially he argues that it would be in the region?s interest if we pool our meagre resources into the creation of a modern facility, staffed by competent coaches designed to offer the region?s athletes our maximum support as they prepare themselves to do battle on our behalf against the rest of the world. His suggestion is sensible, laudable and attractive. But it is his observation that ?all countries that want their sports people to do well because of the pride it? brings to their people and the joy of seeing them win, have to invest in the facilities they need to become world champions,? that I want to focus on as it relates? to what is going on in Guyana.

The presence of a modern facility for track and field is not enough. If such a facility is to be meaningful, then where it is located is even more important. A seemingly obvious observation, so obvious that Sir Ronald did not feel it needed to be said. However, we who have been living in Guyana over the last sixteen years have come to recognize that our government for some strange reason many times seems to struggle with grasping the obvious.

The presence of an all-weather facility is both expensive and essential. Thus if Guyana must catch up with our Caribbean relatives who are taking the world by storm in track and field, we have no alternative but to seek to acquire same. There are at least three reasons why people take part in sporting activities and why governments promote sports. These are (a) sports for recreation and health, (b) sports for bonding and (c) sports for medals. While this facility will allow for activities falling in each of these categories, its cost, its importance to athletes would suggest its major purpose is to create a minimum appropriate training facility for athletes? use, as they prepare themselves for bringing glory to Guyana ? sports for medals. So why locate this track at Leonora? What is it about Leonora that makes it ideal for this facility? What advantages does it bring to our leading athletes?

In the Stabroek News of April 8, 2011 a number of our leading athletes expressed their joy that at last they will have a facility worthy of helping them in their preparation for international competition. However, here is a sample of the comments they went on to make (a) ?Well what I think is that it?s good for us to be getting a track. My only concern is where it is.? (b) ?I honestly think they should have found a more centralized area where most athletes come from to put the track. It also is going to cause financial problems for us since we don?t get paid to participate in this sport. What I think the government or AAG should have done was to do a survey with the athletes to see what we want ultimately, as much as it?s benefiting the country, at the end of the day it?s us who it really affects?? (c) ?I just hope they put some sort of transportation means in place for us because training on the track is essential for our development.? (d) ?Basically I would have preferred it being close by in Georgetown where it?s more accessible to us, but my two problems are how close it is to the sea walls which could possibly affect timings and the finance for people travelling??

Then, Stabroek News of April 15, 2012 informed us that on April 14, the Director of Sport and a contingent made up of coaches, athletes and Mr Colin Boyce, the President of the Athletics Association of Guyana, visited the site for the synthetic track at Leonora. The AAG president is quoted as having said, ?What I would also like to say is this; while it is nice to have our national stadium here where we will be holding championships it is absolutely necessary that we have another track, maybe somewhere in Georgetown ? like the National Park because we will need a track of similar surface so that the athletes can train meaningfully.? What! we are already speaking of a ?similar track? for Georgetown, even before this one is completed? So again what was the reasoning behind placing this facility at Leonora? Whose decision was this since the athletes do not approve of its location?

But Editor, the comedy that Guyana has become does not end here. During 2011the cattle farmers of Region 3, came out in protest against the government?s decision to use land that they used for grazing purposes for the construction of this synthetic athletic track. After the farmers protested, the Minister of Agriculture at that time, Mr Robert Persaud, informed the nation that cabinet was meeting with an aim of providing these farmers with alternative grazing land.The voices raised against the location of this track did not end there. In the Stabroek News of? November 18, 2011, we had a community member talking about the land having religious significance to the village and that they do not want it converted into an athletic track. In fact, the writer, one Mr Vaidram Persaud, went on to say that the taking away of this land from the Hindus of the area on which they burn holika, ?warrants, therefore, that this matter be thoroughly investigated by none other than the Human Rights Committee of the UN.?

So, Editor, we are going to have a fairly modern track and field facility at Leonora which led to the dislocation of our farmers, the resentment of the community and which brings little satisfaction to our athletes. So, again we are left with the question, what considerations guided the government?s choice of venue for this all-weather track?

Perhaps we can glean some understanding of what guided the authorities? thinking in this matter by referring to two bits of correspondence. First, Mr Freddie Kissoon?s observation on July 4, 2012 that all of the sporting facilities that are of a high standard, built or in the process of being built by the PPP government are located in Indian areas. Secondly; and perhaps more for those of us who were inclined to take Mr Kissoon?s observation lightly, we read in the Stabroek News of? January 23, 2012 a letter written by T Pemberton, telling us that when the track at Leonora is completed he visualizes? ?all track meets will be hosted there. Eventually the Linden meet will be phased out and shifted to Region 3?? Mr Pemberton then proceeds to conclude with what might be a bit of cynicism: ?I say to all the track and field athletes of Guyana who aspire to stardom ? start saving towards transportation and gasoline.?

In Guyana one cannot doubt that there has been some effort at creating adequate facilities, access to which, would to some extent, offer our sportsmen and women a modicum of a chance of becoming competitive. However, like most things initiated by the government these efforts seem to have been informed by reasons that have nothing to do with what is in the best interest of the specific sport. If I am correct, when the modern history of this country is written the athletic track being constructed at Leonora will stand with the Berbice River Bridge, as visible symbols of the disastrous effects of our period of race-based politics.

Editor, if the ?single sports academy? of which Mr Sanders speaks, comes into being, Guyanese athletes will be at a disadvantage in the fight to secure space at this facility. Remember, the facility will be ?for the region?s elite athletes.? This means that the process for gaining a place there will be competitive. Not only is this modern track being located in a community that does not want it, it poses our national athletes who traditionally come from the poor families of Georgetown, East Coast Demerara and Linden with tremendous challenges ? for example, acquiring money for travel, and being able to train before darkness steps in. Generally our leading athletes start their training either around 5.30 am before they go to work, and/or in the afternoons commencing around 5.30 pm. The facility at Leonora rules out morning training. The possibility for afternoon training does not hold out much encouragement either. We all are aware that persons living on the West Bank of Demerara and working in Georgetown, struggle to secure transportation to get home before 7pm each working day, so what chance do our athletes have at making themselves competitive so as to secure places at an elite training facility?

With the PPP government?s approach to track and field what it is, is it any wonder that St Kitts and Grenada can win medals at the Olympic Games while Guyana can?t even make the semi-finals? This is all so sad.

Romney turns to Ohio amid series of distractions

POWELL, Ohio (AP) ? Republican presidential contender Mitt Romney declared Saturday that "women need our help" as he promised to promote women-led businesses should he defeat President Barack Obama in November's election.

The appeal came as the former Massachusetts governor tried to shrug off a series of unwanted distractions before the Republican convention opens Monday in Florida.

"Just a word to the women entrepreneurs out there, if we become president and vice president, we want to speak to you, we want to help you," Romney said with running mate Paul Ryan at his side during an outdoor rally that drew an estimated 5,000 people to the Columbus area. "Women in this country are more likely to start businesses than men. Women need our help."

While the comments were focused on women entrepreneurs, the promise comes as Romney tries to close Obama's perceived advantage among female voters. Women's issues have played a prominent role in the presidential contest. Republicans faced difficult questions this week about the party's position on abortion after a Missouri Senate candidate suggested that women's bodies can prevent pregnancy in cases of "legitimate rape."

Both parties hope to use their conventions to appeal to female voters. The Republican convention, in particular, will feature high-profile women such as former Secretary of State Condoleezza Rice, South Carolina Gov. Nikki Haley and New Mexico Gov. Susana Martinez. Planners also shifted the speaking slot for Romney's wife, Ann, to ensure network television coverage of her speech.

Romney's comments about wanting to help businesswoman came less than 24 hours after he raised the discredited rumor that Obama wasn't born in the United States. The remark, and Romney's efforts to explain it, overshadowed his economic message as he campaigned near his Michigan birthplace on Friday.

Romney did not repeat the remark on Saturday, but instead assailed the Democratic incumbent for failing to deliver on his campaign promises.

"I can almost read his speech now. It'll be filled with promises and tell people how wonderful things are," Romney said of the speech Obama will give at the Democratic National Convention in North Carolina next month. "It is not his words people have to listen to. It's his action and his record. And if they look at that, they'll take him out of the office and put people into the office who'll actually get America going again."

At the same time, Obama used his weekend radio and Internet address and a new TV ad to highlight Romney's plans for the Medicare health program for seniors.

Obama doesn't mention his Republican challenger in the radio address but says the Medicare program is about keeping promises to millions of seniors who have put in a lifetime of hard work.

His new 30-second TV ad says Romney "would break that promise" and replace the current Medicare system with a voucher program that wouldn't keep up with costs.

"Insurance companies could just keep raising rates," says the new ad, which was airing in Iowa, Colorado, Nevada, Ohio and Virginia.

Romney spokesman Ryan Williams called the ad "another false attack from a desperate president." Williams said Romney is the one who would reverse billions of dollars in cuts to Medicare by Obama and protect the program for current beneficiaries and future retirees.

Romney's Ohio rally was expected to be his final public appearance before the Republican National Convention opens Monday in Tampa, Fla., where the former Massachusetts governor will formally accept the presidential nomination.

While GOP officials suggest the momentum is on their side heading into the crucial period, Romney and his party have faced tough questions in recent weeks on Medicare and abortion.

Now his joking reference to the president's birth certificate links him to the so-called birther movement and a wing of his party ? a combined 25 percent in an April Pew Research Center poll ? that says it either isn't sure or doesn't believe Obama was born in the U.S.

Romney caused another stir earlier in the week by declaring that big business was "doing fine" in the current economy in part because companies get advantages from offshore tax havens.

Still, polls suggest the presidential contest is essentially a tossup as Obama struggles under the weight of a weak economy.

The president's re-election campaign has pushed voter attention away from the economy in recent weeks, particularly after Romney introduced Ryan as his running mate. Ryan is the author of a controversial budget plan that would transform Medicare into a voucher-like system for future retirees.

Outside the Ohio rally, protesters heckled the presumptive GOP ticket about its plans for seniors' health care.

Speaking before Romney, Ryan said one in six Americans lives in poverty. He said the country is done being fooled by Obama's promises to change Washington.

Democrats also have seized on Missouri Senate candidate Rep. Todd Akin's comment about "legitimate rape."

The congressman announced Friday that he would not leave the Senate contest despite overwhelming pressure from Romney and top Republican officials.

Romney made the birth certificate remark at a large outdoor rally in Michigan, where he grew up and where his father, George, served as governor. He told supporters that he and his wife, Ann, had been born at nearby hospitals.

"No one's ever asked to see my birth certificate. They know that this is the place that we were born and raised," Romney said.

The crowd of more than 7,000 responded with hearty laughter.

Obama campaign spokesman Ben LaBolt swiftly denounced the remark, saying Romney "embraced the most strident voices in his party instead of standing up to them."

Romney later denied that the remark was directed at the president.

"No, no, not a swipe," Romney told CBS News. "I've said throughout the campaign and before, there's no question about where he was born. He was born in the U.S. This was fun about us and coming home. And humor, you know ? we've got to have a little humor in a campaign."

The authenticity of Obama's birth certificate has been questioned by Republican critics who insist he is not a "natural-born citizen" as required by the Constitution. Obama released a long-form version of his birth certificate last year as proof that he was born in Hawaii in 1961.

But conservative questions have lingered. And Romney has declined to condemn such questions, particularly from prominent donor Donald Trump.

The Obama campaign released a web video Friday night featuring Romney's remark and declaring that "America doesn't need a birther-in-chief." Democrats intend to keep the pressure on as the Republican convention gets under way.

Obama was spending the weekend at the Camp David presidential retreat in Maryland, as Republicans began arriving in Tampa for their convention. But Democrats were planning to counter Romney's message throughout the week.

Reaching out to young voters, a key component of his 2008 election, Obama scheduled stops Tuesday and Wednesday in the college towns of Ames, Iowa; Fort Collins, Colo.; and Charlottesville, Va.

Vice President Joe Biden canceled plans to appear in Tampa on Monday because of Tropical Storm Isaac, but was scheduled to be in Orlando and St. Augustine, Fla., on Tuesday.

After Ryan gives his convention address on Wednesday night, first lady Michelle Obama is set to appear on CBS' "Late Show With David Letterman."

The high-profile events are paired with a number of smaller gatherings around the country by Democrats aiming to attract female voters and a bus tour with party activists in Ohio, Pennsylvania and Wisconsin.

Obama campaign deputy campaign manager Stephanie Cutter said the president's team was "not going to cede four days of this campaign just because of a party convention."

Impact of an IT Service Disruption

During an IT service disruption, one in which the continuity plans are activated, unless regularly reviewed and tested, it is likely that the plans will not be current or contain a sufficient quantity of gaps in processes and procedures to inhibit their usefulness when implemented.

It is for this reason that the Business Continuity Plan, the Business Process Continuity Plans, the IT Service Continuity (Disaster Recovery) Plans and the Recovery Validation Procedures need to be clearly documented, integrated and regularly tested to ensure their currency with today?s business operations.

A major or catastrophic IT services disruption will require the activation of one or more ITSC/DR Plans. And, it will mandate the activation of the Business Process Continuity plans, aspects of the Business Continuity Plan and potentially the organisational Crisis Management plan. Continuity documents need to be effectively and accurately integrated, covering all aspects of continuity from time of incident, through Plan activations, data resynchronisation and/or reconstruction, and the eventual resumption of business processing.

In contrast to the traditional DR approach of planning solely for the least probable scenario involving a total loss of the data centre, other resiliency strategies such as high-availability and active-active implementations, disaster tolerant systems, and pseudo-real time data replication across multiple sites are becoming more prevalent in the delivery of IT Service Continuity.

As each new strategy and solution is implemented, the need for integrated continuity planning increases ? as does regular testing that the plans continue to maintain their currency with the solutions deployed.

8 worst Windows 8 annoyances; how to fix them

All new?operating systems have a learning curve, but due to its unique blend of new and old interfaces, Windows 8?s is particularly steep. Whether it?s a menu system that forces you change screens to launch an app or a pair of dueling control panels that each contain different settings, you often have to work harder to perform the same tasks as in Windows 7. Though you can?t solve all these issues on your own ? the Start button is gone for good ? you can make the most of Windows 8 with these tips.

1. No more Start menu

Multitasking in Windows 8 is like dating Sybil. Because there's no more Start menu, users are encouraged to leave the desktop environment and go to the Modern UI Start screen, just to launch other desktop apps that take you right back to the desktop. Not only does switching screens take more time than simply launching a menu, it takes you out of context by pushing your work in the first application off-screen, making it easy to lose track of what you were doing.

Fortunately, there are several ways to avoid going through the Start screen to launch desktop apps. You can install a third-party Start menu, create keyboard shortcuts or pin applications to the taskbar.

2. Switcher Groups All Desktop Apps Into Just One Thumbnail

If?you want proof that desktop applications are second-class citizens in Windows 8, look no further than the Switcher menu where you'll find separate thumbnails for all of your open Windows 8 applications. The entire desktop gets just one thumbnail, though, no matter how many different programs are running on it.

if you want to find to a program that's running on the desktop, you must navigate from the Switcher menu back to the desktop and look at the windows or taskbar there, a huge waste of time and mental energy.

The good news is that you can switch between all of your tasks using the good old-fashioned ALT Tab key combination. Also, if you dock the desktop next to your primary app in the Metro UI, you'll see a list of tiles representing all of your open desktop apps.

3. You Must Slide Away the Lock Screen Before Logging In

Sometimes it seems like Windows 8 was designed to make orthopedists rich, because the new OS asks PC users to perform so many unnecessary clicks and mouse gestures. The most blatant waste of time and muscle movement is caused by the cutesy lock screen that you must close by either dragging it offscreen or clicking on it (the faster method) every time you boot or wake your computer.

Tablet users may like to see the weather and time when their devices are inactive, but on PCs, the display is nothing more than a giant roadblock that stands between you and your login prompt.

Fortunately, you can make the lock screen disappear permanently. Just enable the "Do not display lock screen" setting in the under Computer Configuration > Administrative Tools > Control Panel > Personalization in the Local Group Policy editor.

4. The Power Button is One Gesture and Three Clicks Away

Since Microsoft designed Windows 8 with the world of always-on tablets in mind, the company thinks you'll need to shut down and restart so rarely that these functions are buried in the menu structure. In Windows 7, the Shut Down button is displayed prominently on the Start menu, whereas in Windows 8, the suggested method is to pull out the Charms menu, click the Settings charm, click the Power button and then select Shut Down from a menu.

If you don't have time and shoulder muscles to waste, you can create your own shortcuts for both the Shut Down and Restart functions. Just assign the shortcuts to the command-line commands "shutdown /s /t 0" (shutdown) and "shutdown /r /t 0" (restart), respectively. Be sure to pin these shortcuts to the Start screen and taskbar for easy access.

5. Windows Mail Doesn't Support POP Accounts

Many ISPs give users POP email accounts, but Windows 8's built-in mail app not only doesn't support POP connections, it actively disses POP users. The first time you open Windows Mail, if the program doesn't recognize your login email address as Outlook or Hotmail.com, it asks you if that address is POP, IMAP or Exchange. If you select POP, it rudely tells you that Mail doesn't support POP3 accounts and that you should get an IMAP or Exchange account instead.

You can, of course, use a different mail client, but if you want to stick with Windows Mail there's a simple solution. Set up your Outlook.com, Hotmail or Gmail account to check your POP mail and then add that account to Windows Mail. In Outlook.com, the option to send/receive mail from a POP account is listed under the More Mail Settings menu.

6. Secondary Users Cannot Install Applications

One of Windows 8's selling points is its ability to handle multiple users. However, when you add users to your Windows 8 device, by default they aren't given permission to install desktop software on their own. Though they can install Windows 8 Metro-style apps to their heart's content, secondary users are asked for an administrator's password as soon as they launch a desktop installer.

Even after an administrator enters his or her password, Windows 8 installs the program but, in our experience, fails to put a shortcut on the secondary user's desktop, on the Start screen or on the All Apps menu. The only way for the secondary user to launch his new app is to find its .exe file in the Program Files folder and create a shortcut from that. Don't try that at home.

Fortunately, it's fairly easy to grant administrative privileges to a secondary user, provided that you know which menu to use. After adding a user in the PC settings menu, go into the desktop control panel and click Manage Another Account, select the name of the new account and then click Change Account Type and select Administrator from the menu.

7. Tablet Users Need to Enter the Desktop for Key Functions

Though Microsoft focused the Modern UI on touch, it still forces users back to the desktop for such basic operations as file management and controlling the screen resolution or the user permissions (see annoyance #6). So any time a tablet user attaches a USB flash drive and wants to copy files from it, he will need to use Windows Explorer on the desktop.

Microsoft should have made all of its built-in apps ?? especially Windows Explorer and Control Panel ?? work in Modern UI, but tablet users can address this problem by making the icons on their desktop as large and finger-friendly as possible. Simply right click on the desktop, select Screen Resolution, click "Make text and other items larger or smaller" and adjust as necessary.

8. ?Bing Search App Opens Results in Another App

With its vibrant photographs of landscapes and its image-heavy tile results, Microsoft's built-in Bing Search app provides a more attractive interface for performing Web searches than you'll find elsewhere. Unfortunately, behind the attractive facade lurks a really annoying usability problem. When you see a result you like and click on it, the Bing app sends you to Internet Explorer to view the page.

Since both Bing and IE 10 run fullscreen, some users may not notice that they have switched apps, so they'll be really confused when they hit the back button in the browser, only to find out that it does not return them to the list of Bing results. To get back where they came from, users will have to switch back to the Bing app.

The easy way to avoid this problem is to pin the Bing (or Google) websites to your Start screen and use the browser, rather than the Bing app, for all your searching needs. If you feel compelled to use the dedicated Bing app, you can dock it to the right so you can see your list of results on the side of the screen while Internet Explorer takes up most of the space.

Spaceship builder setting up shop in Florida

CAPE CANAVERAL, Fla., Aug 23 - XCOR Aerospace, one of a handful of U.S. firms developing suborbital spaceships, plans to build its vehicles and fly tourists, researchers and commercial payloads from the Kennedy Space Center in Florida, officials announced on Thursday.

The privately owned firm, currently based in Mojave, California, is developing a two-seat suborbital space plane called Lynx that is expected to debut by early 2013.

The company expects to fly four times daily, at a cost of $95,000 per person. The Lynx flights are similar to rides being offered aboard SpaceShipTwo, a six-passenger, two-pilot vehicle owned by Virgin Galactic, a U.S. offshoot of Richard Branson's London-based Virgin Group.

Virgin Galactic, which is selling rides for $200,000 per person, plans to fly from a new spaceport outside Las Cruces, New Mexico. Its first vehicle is undergoing testing in Mojave by manufacturer Scaled Composites, a subsidiary of Northrop Grumman.

Both spacecraft take off horizontally --- Lynx by its own engines and SpaceShipTwo from beneath a carrier aircraft -- then rocket themselves about 63 miles above the planet's surface before plunging back through the atmosphere.

The thrill ride gives fliers a few minutes to float in microgravity and a view of the Earth set against the blackness of space.

XCOR intends to fly Lynx from California, as well as Florida and several other sites around the world, primarily in partnership with companies and space agencies, similar to how airline manufacturers lease planes and pilots under so-called "wet lease" agreements.

NASA SHUTTLE FACILITY

XCOR evaluated several sites before settling on Florida. It was wooed in part by more than $4 million in state and local economic incentives and a skilled technical workforce idled by the end of NASA's space shuttle program last year.

The proposed site, to be located at the Shuttle Landing Facility, would include a hangar, flight operations center, manufacturing and assembly plants and a center to support space flight participants.

XCOR said it hopes to open its KSC site in October 2014. The company expects to employ about 150 engineers and technicians by the end of 2018, said chief operating officer Andrew Nelson.

Commercial suborbital spaceflights are expected to bring in between $600 million and $1.6 billion in revenue within a decade after the start of operations, a recent study commissioned by the U.S. government and the state of Florida shows.

"When you have a vehicle like Lynx flying you can expect to see technology clusters around it," Nelson told community leaders and guests at the Kennedy Space Center Visitor Complex on Thursday, where the Florida expansion was announced.

In the wake of the shuttles' retirement, NASA is in the midst of transforming its Florida launch site to handle a variety of government, commercial and military space and aviation projects.

XCOR previously announced it was moving its corporate headquarters and setting up a research and development center in Midland, Texas, lured in part by $10 million in financial incentives.

XCOR's agreement with NASA to use the Shuttle Landing Facility is still pending, said Frank DiBello, president of Space Florida, a state-backed economic agency that is brokering the deal and contributing $3 million to the project.
